Dr. Sanjeev Kumar Balyan launches KISAN Project and Hailstorm App

Minister of State for Agriculture & Farmers’ Welfare, Dr. Sanjeev Kumar Balyan today launched KISAN Project [C(K)rop Insurance using Space technology And geoiNformatics]  of Department of Agriculture, Cooperation & FW, Ministry of Agriculture and FW.

The project envisages use of Space Technology and geoinformatics (GIS, GPS and Smartphone) technology along with high resolution data from UAV/Drone based imaging for improvement in yield estimation and better planning of Crop Cutting Experiments (CCEs), needed for crop insurance programme.  

The Pilot Study is proposed to be launched in one District each of Haryana, Karnataka, Madhya Pradesh and Maharashtra during Kharif season of 2015 and two Districts each of these States during Rabi season of 2015-16.  While launching the project Hon’ble MoS informed that once the Pilot Study is successful, it will be extended to the other parts of the country.

The KISAN project will be implemented by Mahalanobis National Crop Forecast Centre (MNCFC), an attached Office of Department of Agriculture, Cooperation & FW, in collaboration with ISRO Centres (Space Applications Centre, Ahmedabad & National Remote Sensing Centre, Hyderabad), India Meteorological Department, CCAFS, State Agriculture Departments and State Remote Sensing Centres.

Dr. Balyan also launched an Android App. Designed by ISRO (National Remote Sensing Centre, Hyderabad).  This App will help real time data collection about hailstorm occurrences along with photographs and geographical coordinates (longitude and latitude).

The Minister informed that App will help Government to get real time data about the Hailstorms which will be collected through the Agriculture Department officials of different States.  This will support in deciding the crop loss more objectively and in a very fast manner.

Fairfax India Holdings Corporation, through its wholly-owned subsidiary FIH Mauritius Investments Ltd, today completed its acquisition of majority ownership interest and management control in National Collateral Management Services Limited (NCML) by subscribing newly issued shares of NCML (approximately $31 million) and purchasing the shares of certain selling shareholders (approximately $95 million), for an aggregate investment of approximately INR 8 billion (approximately $126 million).

NCML is the country’s leading private-sector agriculture storage company in India that is preparing to expand to take advantage of the significant market potential in India’s under-developed agricultural storage industry. NCML operates in the mid-stream agriculture value chain offering end-to-end solutions in procurement, testing, storage and collateral management in a wide ranging set of agri-commodities.

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, has given its approval to a new scheme the “Pradhan Mantri Krishi Sinchayee Yojana” (PMKSY). It will have an outlay of Rs. 50,000 crore over a period of five years (2015-16 to 2019-20). The allocation for the current financial year is Rs. 5300 crore.

The major objective of the PMKSY is to achieve convergence of investments in irrigation at the field level, expand cultivable area under assured irrigation (Har Khet ko pani), improve on-farm water use efficiency to reduce wastage of water, enhance the adoption of precision-irrigation and other water saving technologies (More crop per drop), enhance recharge of aquifers and introduce sustainable water conservation practices by exploring the feasibility of reusing treated municipal based water for peri-urban agriculture and attract greater private investment in precision irrigation system. The scheme also aims at bringing concerned Ministries/Departments/Agencies/Research and Financial Institutions engaged in creation/use/recycling/potential recycling of water, brought under a common platform, so that a comprehensive and holistic view of the entire "water cycle" is taken into account and proper water budgeting is done for all sectors namely, household, agriculture and industries.

The programme architecture of PMKSY aims at a 'decentralized State level planning and execution' structure, in order to allow States to draw up a District Irrigation Plan (DIP) and a State Irrigation Plan (SIP). DIP will have holistic developmental perspective of the district outlining medium to long term developmental plans integrating three components namely, water sources, distribution network and water use application of the district to be prepared at two levels - the block and the district. All structures created under the schemes will be geotagged.

The programme will be supervised and monitored at the national level by an Inter-Ministerial National Steering Committee (NSC) under the Chairmanship of the Prime Minister with Union Ministers of all concerned Ministries. A National Executive Committee (NEC) is to be constituted under the Chairmanship of the Vice Chairman, NITI Aayog to oversee programme implementation, allocation of resources, inter ministerial coordination, monitoring and performance assessment, addressing administrative issues etc. At the state level the scheme is to be administered by a State Level Sanctioning Committee (SLSC) to be Chaired by the Chief Secretary of the respective States. The committee will have all authority to sanction the project and also monitor the progress of the scheme. At the district level their shall be a district level implementation committee for ensuring last mile coordination a the field level.

It is expected that PMKSY will provide convergence to existing schemes of water management, thus bringing efficiency to the use of water.

Background:

In the last one year, the Government of India has taken several farmer friendly initiatives. These, amongst other things, include the following:


• A new scheme has been introduced to issue a Soil Health Card to every farmer. Soil Health Management in the country is being promoted through setting up of soil and fertilizer testing laboratories. 34 lakh soil samples has been collected and analysis is continuing.


• A new scheme for promoting organic farming "Pramparagat Krishi Vikas Yojana" has been launched to promote organic farming.


• A dedicated Kisan Channel has been started by Doordarshan to address various issues concerning farmers.


• Government is also encouraging formation of Farmer Producer organizations.


• Assistance to farmers, as input subsidy, has been increased by 50 percent in case of natural calamities.


• Norms have been relaxed to provide assistance from previous norm of crop loss of more than 50 percent to 33 percent to farmers afflicted by natural calamities.


• Minimum Support Price (MSP) for various Kharif crops has been increased. Bonus of Rs.200 per quintal has been announced for pulses. Area coverage under pulses has increased over the last year.


Taking it further, today the Cabinet Committee on Economic Affairs, chaired by the Prime Minister has given its approval to two new schemes in agriculture sector. These are the PMKSY and Promotion of National Agriculture Market.

In all over the world our country is known for agricultural dominating country. But the condition of farmers in India is as bad as it can be. As unseasonal rain has broke the back of farmers. In this season the farmers are facing the toughest time of their life and the worst part is that they are facing it alone as there is no one to support them or give them actual compensation which can really help them to cover their loss.

Recently our P.M Narendra Modi came forward to help the farmers but the amount government is giving to the farmers who have lost their crops in the unseasonal rain is not justify to their losses. Media is daily publishing the misery of the farmers but no one is still come up to help them.

Due to all this unseasonal rain we have lost most part of the crops specially the wheat. The farmers are in trouble and committing suicide in order to their crops failure. Yesterday, we celebrated “Baisakhi” a festival we celebrate for our crop but this time around the charm of the festival was soaked by the misery of the farmers. On the eve of “Baisakhi” famous Criminal Psychologist and Social Activist Mrs. Anuja Kapur said, “The slogan of “Jai Jawaan, Jai Kisan” is not enough, we need better insurance policies that are rational and sustainable as business models.

The current set of insurance policies under the National Agriculture Insurance Scheme (NAIS), Modified NAIS, and the Weather-Based Insurance Scheme (WBIS) have failed miserably to protect our farmers. The crop insurance premiums are very high in our country .Every state should come forward to help farmers without any differences among each other. Farmers are very crucial part of our economy therefore we should work for their betterment.”

indo-russiaA Russian delegation led by Mr. Rustam Minnikhanov called on Union Minister for Chemicals and Fertilizers, Shri Ananth Kumar here Tuesday. Shri Ananth Kumar said that a Joint Working Group will be formed within a week comprising representatives of all three streams of his ministry, namely, Department of Fertilizers, Department of Chemicals and Petrochemicals and Department of Pharmaceuticals and representatives of Republic of Tatarstan (a subject of the Russian Federation). 


The Joint Working Group will cull out issues concerning promotion of trade, strengthening of bilateral relations and exploring possibilities for training and research work for the personnel working in this field. 

Earlier welcoming the delegation the Minister said that it is a very meaningful visit and will pave a way for strengthening trade relations in respect of fertilizers, chemicals and pharmaceuticals between India and Republic of Tatarstan. 


India looks forward to long-term agreement for import of potash, phosphate and natural gas of which Russia has huge reserves. India has set up a couple of joint ventures in various countries for sourcing finished fertilizers as well as raw materials. 

A couple of joint venture projects for setting up urea-ammonia plants and raw materials are planned, the Minister said.

Agrochemicals: The tool to increasing India's food availability

Despite rising foodgrain production, the per capita availability of food is falling in India. How do we intend to feed the burgeoning population that is expected to keep growing roughly for the next 50 years, asks Mr. Rajesh Aggarwal, Managing Director, Insecticides India Limited

India achieved a record foodgrain production of 259.29 million tonnes in the 2011-12 crop year. The output was an increase over the previous crop year’s production of 235.88 million tons which again was a record in itself. While in the year 2012-13, the output fell slightly to 255.36 million tonnes in 2012-13 due to drought in some parts of the country, this year again expectations indicate a record breaking production.

When we read and hear the ‘record’ numbers generated each year to announce India’s foodgrain production, little do we register that even though our total foodgrain production in absolute terms is increasing, the per capita availability of food is on a steady decline.


Agrochemicals
Data from the Economic Survey shows that in 1961, the time preceding the Green Revolution, the per capita foodgrain availability in India was 468.7 grams. The population at this point of time in India was around 439.2 million. As India entered the era of the Green Revolution, the foodgrain production increased manifold. At the same time India’s population too grew rapidly. In 1991 when India had doubled its population to 846.4 million, the per capita availability of foodgrains too had increased to 510.1 grams, thanks to modern techniques of agriculture.
However, thereafter the yields started plateauing and the per capita availability of foodgrain started falling as the Indian population continued to grow, crossing the 1 billion mark. In 2011, 438.6 grams of foodgrains were available to each Indian citizen.

With a population of 1.2 billion people and growing, India as a country has the most number of mouths to feed after China. But, unlike China whose population is expected to peak over the next 10 years, India’s population is likely to keep growing well till 2060. This drives home the point that Indian agriculture sector is in urgent need to overcome plateauing yields to meet the growing demand at home.

If the production does not match the rate of increase of our population, the per capita availability of foodgrain will further decline. It is interesting to note that total per capita foodgrain consumption in the US is over five times that of an average Indian.

Right up to the mid 1960s when India witnessed a major food crisis and famine, requiring massive food aid and shipments from abroad, Indian farmers battled erratic rainfall, crop failures and low yields. However, with the introduction of intensive farming to increase production per unit of land, the agricultural yields increased and food could be made available to the Indian plate. The results were revolutionary.

Yet, over four decades after the agriculture boom, Indian food production needs another revival. We are adding to our population every day but our land area is not increasing. The increasing population of India (already 16 per cent of the world lives in India which has 2 per cent of the total landmass of the world) is limiting the availability of per capital cultivable land. Need to expand residential spaces as well as building infrastructure projects has also put pressure on agricultural land. In such a scenario, how will we ensure that in the next 50 years, our food production remains sufficient to feed the increasing population of the country?

The answer again lies in increasing yield per unit of land through increased and judicious use of agro chemicals.

Indian farmers are among the leading producers of wheat, rice, fruit, sugarcane, groundnut and tobacco. They are also the world’s largest producers of pulses, jute, tea and cauliflower. However, there is still immense potential to increase the total production if they judiciously and intelligently use agro chemicals to augment their production.

Despite being the fourth largest producer of agrochemicals globally, after the United States, Japan and China, the usage of insecticides in India stands is actually very low, in fact, the one of the lowest in the world at just 0.58 kg per hectare against 4.5 kg per hectare in the US and 10.8 kg per hectare in Japan. The world’s average pesticide consumption is 3 kg/ha.

Some of the reasons for low consumption in India are low purchasing power of farmers, lack of awareness among farmers, limited reach and lower accessibility of products. Effort is required in this area so that we are able to increase our production per unit of land and ensure the per capita availability of food doesn’t fall.

The use of agro chemicals is an important element in agriculture. For farmers, it is very crucial to take care of the health of their crops and protect them against the menace of pest attacks. Akin to the need of medical intervention like vaccination and antibiotics in human beings, is the need for agro chemicals to protect crops.

The market size of Indian agro- chemicals industry is expected to more than double to USD 5 billion by 2017 on rising agri production and increasing awareness among farmers. This is a positive sign. In India, per capita pesticide consumption is less than 500 gm per hectare, which is far below the world average of about 3 kg per hectare. This needs to increase to keep up with our rising food requirements.

Technological advancements in the field of agrochemicals over the years have allowed farmers to increase crop yields, better protect their crops from pest and weed attacks and equip their crops to better fight against environmental factors. Food production has benefited from constant advancements in agricultural technologies. Tools such as herbicides, insecticides, and fungicides help reduce crop losses and increase yields.

Make no mistake, agriculture continues to be the backbone of Indian economy, it employs 58 % of the total workforce, and accounts for a major share of exports. With sufficient production, it plays a crucial role in ensuring that as a country we are self sufficient in feeding our people. And agrochemicals remain a key to the success of Indian agriculture.

e-Yantra Robotics Competition 2013 at IIT Bombay

Mumbai: With the Indian economy in tatters on country’s 66th birth anniversary, growth seems to be in trouble. On one hand, the Rupee has lost its sheen and continues to dive down South at a scary pace; on the other hand, the vegetable prices are effortlessly soaring up North. Alarm bells haven’t stopped ringing for quite a while. While the policy makers may fight debate endlessly and show a fuzziness that is difficult to comprehend, much less appreciate, the need to focus on the relevance of the issue of hunger has never been more urgent than it is today.

World over, Urban Farming has been slowly gathering momentum. Closer to home, our rapidly urbanizing population of over 1.2 billion give us challenges in both food production and distribution. For instance, onions, a staple in Indian diets, have touched Rs. 80 a kilo. How can an average urban family afford vegetables in this situation? Can engineers help solve problems by encouraging Urban Farming?

e-Yantra an MHRD sponsored project under the National Mission on Education through ICT (NMEICT), every year chooses relevant and visible problems that need immediate attention and solution as its theme for its national robotics competition. Young engineering students from across the country use robotics as a tool to find solutions to these problems. Last year it looked at poor road conditions and potholes. This year, keeping the current scenario in mind, e-Yantra 2013 will bring these talented, engineering youths of the country to use robotics to develop indigenous solutions in the field of Urban Agriculture. The objective of the competition is to bring awareness to problems in the Agriculture domain by assigning themes that involve processes in this domain.

Four themes suggested as exemplars of important stages in the agriculture production life cycle are:
  • Seeding
  • Fertilizing
  • Weeding
  • Harvesting
Student teams from around the country will work on prototypes of robots such as the seed-sowing robot, fertilizing robot, weeding robot, and harvesting robot.

The aim of the competition this year is to bring awareness to students about the many problems that a farmer faces and how technology may be used to provide solutions to these problems. In the process of creating the prototypes, students learn concepts of Embedded systems, Micro-controller programming and hone their communication skills.

“It has been shown that covered cultivation (greenhouses) can double or triple the yield of vegetables - even allowing us to grow veggies off-season. (cultivation in controlled environments have shown increased yields of produce) When we want to maximise yield in such environments, automation helps us tend the environment and improve yields. For instance, many of the processes in strawberry cultivation abroad, including harvesting of ripe fruit, are automated. Typically this technology is at the early innovation stage in developing countries and it is expensive. Accordingly, engineering students from across the country will be encouraged to adapt given robots, to tackle four aspects of “covered agriculture”, including seeding, weeding, fertilising and harvesting. Each group of students will program an existing robotic platform to address each of these aspects during a 12-week duration.

“In a growing economy, cheap skilled labour is a myth. Transporting vegetables over long distances amid rising cost of diesel is another cause behind rising costs of vegetables. The time is ripe for urban farming, high-intensity cultivation and for automation to help bring down the cost of food in our cities. If we can grow vegetables locally using automation, it will help bring (cheaper and fresher produce to your kitchen and your tables) and lower costs to a large extent. We hope that engineering students, once stimulated in this manner, will begin to address the larger problems and be the source of innovative technology that the country needs to produce high quality, low cost produce to feed its rapidly growing population” he added.

Prof. Krithi Ramamritham said, ‘The progress of our nation lies in producing high quality (employable) engineers with the education and adequate exposure to technology and the appropriate skill set at a young age to think innovatively and develop indigenous cost-effective solutions. I am sure that the confidence boost provided by participating in the e-Yantra competition will empower young engineers to step forward to address the challenging problems that we face everyday."

India is the second largest producers of wheat and rice in the world and the contribution of the agriculture sector has been magnificent for many decades. Bu the pace of the agriculture growth has been unable to complete with the growth rate of the Indian economy.

Agriculture and allied sectors have been contributing around 16 per cent to the Gross Domestic Product (GDP) in 2009. India is a country of rural population and majority of the population do reside in villages, where the reach of the tertiary sector is limited or beyond their reach.

The poor infrastructure and irrigation facilities were some of the major concerns that Indian famers have been facing. Considering the job sector in India, agriculture still plays vital role in job creations. Youth in rural area have been engaged in the agriculture sectors and contributing a lot in the development of the nation in both social and economical.

The recent reports of farmers suicide were some the stains on the India system that should need the proper attention towards their problem. However, the agriculture credit waiving schemes were some of the major schemes that government has started in that direction.

Despite the hindrances, India becomes the second largest producer of several dry fruits, agriculture-based textile raw materials, roots and tuber crops, pulses, farmed fish, eggs, coconut, sugarcane and numerous vegetables in the world.

Comparing to the industrial growth index the agriculture sector has been performing well and it should be given chances to excel further. The Gramin Sadak Yojna and golden quadrilateral projects helped a lot to farmers and ultimately given some benefit to the agriculture sector.

The major aim was to connect the rural area to urban area has been successful, which was proved a milestone in the growth of agriculture sector in India. As per the macro economics terms, agriculture in India involves seasonal employment due the lack for proper irrigation facilities.

But the scenario has been changed in some areas, where farmers are getting benefit of double crops including Kharif crop. Earlier, they used to have single crop after the monsoon, the double crop has doubled the productivity.

Due the monsoon, the green revolution might not be witnessed in all the states of India leaving few, those have been good record of agriculture production.

In fiscal year ending June 2011, with a normal monsoon season, Indian agriculture accomplished an all-time record production of 85.9 million tons of wheat, a 6.4 percent increase from a year earlier. Rice output in India also hit a new record at 95.3 million tons, a 7% increase from the year earlier.

Agriculture has been sensitive issue in India particularly about the subsidies to the farmers. The year 2012 was good a year for agriculture in India, as India produced a record 25.77 million tones of food grains during 2011-12. Here are some the statics:
  • Experts believe strategies for rejuvenating agriculture sector to achieve 4% per annum rate of growth have started producing results: average annual growth rate achieved in the agriculture and allied sector during 11th Plan has improved to 3.3% as against 2.5% and 2.4% in the Ninth and Tenth Plan periods, respectively.
  • The 11th Five Year Plan period has seen an increase in total food grain production of 173.38 million tonnes over the 10th Five Year Plan period. This despite two years of drought in various parts of the country in 2009-10 and 2010-11. 
  • Gross Capital Formation (GCF) in agriculture and allied sectors as a proportion of the GDP in the sector stagnated around 14% during 2004-05 to 2006-07. It has jumped to 20.1% in 2010-11 at constant 2004-05 prices. 
  • Plan outlay of Department of Agriculture and Cooperation increased from Rs.15,000 crore in 10th Five Year Plan to Rs.66, 577 crores in the 11th Five Year Plan and is likely to be further increased to Rs.1,34,746 crores during 12th Five Year Plan. 
  • The flow of agriculture credit in 2011-12 reached Rs.4,68,000 crore from a level of Rs.86, 981 crore in 2003-04. The target for agriculture credit for 2012-13 has been raised to Rs. 5,75,000 crore 
  • To make cheap agriculture credit available to farmers for short term crop loan, incentive of additional interest subvention has been increased to 3% for farmers who repay their loan on schedule, thus making the effective rate of interest to 4% per annum only. 
  • In order to make available fertilizer at affordable prices to farmers, two Biofertilizers, one Organic Manure, two Fortified fertilizers, Urea briquette and Zinc Oxide suspension have been incorporated in Fertilizer Control Order (FCO). 
  • National Seeds Corporation has introduced 44 newer varieties in the production to improve the product basket.

Agriculture in India: Now And Then

India is an agricultural country, and its main source of revenue is derived from agriculture, with the effects of rapid industrialization and boom in IT sector, the focus has shifted from, agriculture, to industries, IT and ITES sector. Agriculture was the financial back bone of India. But sadly, due to the negligence of the field, and all other factors, now, agriculture and the farmer are in a very pitiable state.

Those were the days, when chemicals and fertilizers, were never heard of being used in agriculture and in cultivation, People followed, traditional methods for cultivation, and they were able to get sufficient yield. There was no shortage of seeds fertilizers, people used to make their own seeds and fertilizers. But, sadly as the dependence on fertilizers and chemicals started, and farmers started depending on government for the supply of seeds, there is lot of havoc in the agricultural field, and we can see farmers coming out on streets to protest the shortage fertilizers and seeds. The retailers and wholesalers who supply seeds and fertilizers have also started exploiting the farmer in many ways, by supplying them with, duplicate products.

When all the supply is available, whether will not be good, and when whether and supply of other needed things is ok, they is no sufficient money to purchase, seeds and fertilizers, or there are, problems of loans and interest, farmers life has really become, very, very pitiable, and if farmers are committing suicide no wonder, their lives have become so. This is one of the reasons why we are seeing more agricultural lands are being sold away to real estate people, and agricultural lands are getting converted to residential plots. When people follow traditional and natural methods for developing fertilizers, there is no harm to the cultivated land, but when people use chemicals and pesticides, the essence of the field or the land gets destroyed and the land becomes, infertile, gradually. Not only this when they on their own make arrangements for fertilizers and seeds, they are not dependent on others for supply.

Following scientific methods for cultivation, is not bad, as long as you are taking care of long term benefits. When one follows scientific methods of cultivation, they have to follow it fully and should be aware if they can access all the facilities such as, soil testing, guidance of agricultural authorities right from sowing seeds till they cut the crop, if all these things are there it is best to follow scientific methods under able guidance and get good yield.

But where these facilities are hardly available it is always best to rely on traditional and time tested methods, for growing crops organically, or chemical free environment, there are many voluntary organization now a days, training farmers on the methods and benefits of following the path of organic growth of crops. There is also great demand for the organically grown crops, as the people are getting aware of its health benefits. So, making a right choice by the farmer is very important, for him to get a good yield and to have a good life, and it is also the responsibility of the government and other Ngos to extent their part of support, and to empower farmer with the required knowledge, in this matter. Then again we will be able to see fertile India and green India.

On Sunday, the episode of Satyamev Jayate was focused on agriculture, farmers and organic farming. It has been the core issue in India and the episode of Satyamev Jayate was quite successful in counting on the advantages of the organic farming in India.

Agriculture has the core sector of Indian economy and its the major sources of the income for most of the people of rural India. The advantages of the organic farming or organic foods are healthy, less expensive and environment friendly. The important thing about organic farming is that it will protect or conserve the land fertility.

And in long-term, it will diversified good impact on the society. One best example was given of Sikkim, the state aimed to be the organic state by 2050. The state has reportedly banned the harming chemical in agriculture, cultivation and started campaign for organic farming. The idea is good about having healthy food as all of us are trying to head a healthy life. So its better have analysis on your food in-take. No matter how much time your spending on your fitness, if your taking chemical or pesticides containing food.

It is also noteworthy that, the revolution for organic foods or farming can't be achieved in few days or months. Rather, the vision should be aimed towards a better and organic foods for the next generation to lead a good and healthy life.
